header too larger/long

The header box is fully 1/3 of the top of the page. I am unable to find the
reason. I've turned on paragraph marks, searched for hidden text or
graphics....nothing seems to move the head back to the normal size.
 
On the Layout tab of Page Setup, make sure the vertical alignment is set to
Top.
