Header and Footer

Sir,

Can you please help me to sort out this problem? I wanted
to fix a permenant header and footer in my new message
sheet. How can I use it a new stationery that I have some
pictures on it? I don't wanted to do it every time when I
start a new message?

Is it possible to set up a 5 line message that saying this
is a confidential message?
