Are the microsoft news groups moderated? I can't seem to get questions
through. Who do I contact about this?

Nope, no moderation.

Given this got through, it would look as though you're configured properly.
 
This question came through. There are so many possibilities as to what may
have happened to your other questions, that I won't even begin to guess what
the problem was.
