Having IP Conflicts

I have 3 IP scopes used in this domain. I keep getting IP
conflicts although one of the scopes isn't being used by
DHCP. DHCP uses the other two scopes to assign IP
addresses to the clients. All 3 of the scopes have the
same configuration from what I've checked. They're all on
the same subnet. Is there anything else that I can check
to see why I keep getting the IP conflicts and why DHCP is
only using 2 out of the 3 scopes to assign IP addresses?

Do you have overlapping scopes? Not sure why you have multiple scopes on the
same server for the same subnet, but I guess that's another question....

there's no overlapping scopes... they are 10.100.39.x,
10.100.139.x, and 10.100.239.x .... DHCP doesn't assign
any IP addresses from the 239.x scope

do you have active leases on 239.x? do you have enough requests to fill 2
subnets to bounce off into the third?

I have active leases on 239.x ranging from 120 to 254....
I have enough requests because I keep getting IP
conflicts... the other two scopes for 39.x and 139.x
raning from 30-245.. but 139.x scope isn't fully being
used by DHCP... Plus I only have 300 clients in this domain
