Having a problem with tabs

I can't seem to get my my paragraphs to indent to 0.5." No matter
what I do it always sets to .39. Yes go to view and click on ruler
and move the tab to .5 but only a few paragraphs are set to it. If I
try to use select all and set the tabs .39 comes back. Even if I use
clear all and set to 0.5 the .39 comes back to plague me.

Even after I set it by hand and change each paragraphs to .5 if I make
any changes the paragraphs are indented at random.

It sounds as if the default tab stop interval may be set at 0.39". If you
use a specific style for your paragraphs, you can modify that style to have
any indent or first-line indent you want.

Make your changes in the paragraph Style you're using, rather than by
moving the triangles or clicking tabs on(to) the ruler.

For an individual paragraph (and any made by pressing Enter at the end
of this one): Format (or Home) > Paragraph > Format > Indent.

For a style: open the Styles & Formatting panel (differently in
different versions of Word), right-click on its name, choose Modify,
Format > Paragraph.

It may also be a matter of screen resolution & Zoom - at certain
combinations it can be difficult to set the tabs manually at exact
positions. Make sure your Word window & document are maximized & the Zoom is
set no less than Page Width.
