having a problem using HP WebJetAdmin to install print ques to virtual print server

Has anyone had any success using HP WebjetAdmin 7.8 to install print ques to
a virtual print server on a print server cluster?

Every time I attempt to install a print que from jetadmin to the virtual
print server, it ends up being installed to the node that currently owns the
virtual print server resource, rather than the virtual print server.

FYI

I called HP on this one.
They gave me the canned answer that WebJetAdmin is not cluster aware.
Major bummer. I've got 1200 printer ques to create.
