Having a cell prompt for a hyperlink

I am trying to format a cell, so that when a user clikcs on the cell, it
prompts for a location, then creates a hyperlink to that location (i.e., a
netowrk location, for example f:\reports\finance).

Any thoughts on if this is possible, or how to go about something like that?
