Have xp remember numlock state without registry hack?

I know there's a way to force xp to have the numlock key on upon login, but
I was wondering if there's a way to have xp remember the state it was last
in. I always have my numlock on, and xp always forgets to keep it on upon
login. (I've heard this is not the normal behavior). Why is this happening?
How can I change this without messing with the registry?
