Have Vista. Can I "Upgrade" to XP Pro?

I currently have Windows Vista Home Premium. It came factory installed on my
Dell laptop. I don't like it and prefer the layout of XP Pro (especially the
look of Windows Explorer). If I purchase a Windows XP Pro upgrade, can I
install it on my laptop and use that instead of Vista?

Going from Vista Home Premium to XP Pro is a downgrade. You will have to do
a clean install, which you can't do with XP Pro Upgrade. You will need the
Full Install version unless you have a prior version of Windows on CD, such
as Win 98.
Your best bet is to contact Dell Support and see if you can get the Dell XP
SP2 install CD's. Also you need to find out about Drivers for your Laptop.
XP Pro SP2 may not have all of the Drivers you need to get your Laptop up
and running again.

Vista to XP Pro is not seen as an upgrade. You will need to purchase a full
version of XP..

Good answer. As well, you want the Dell version of XP to protect the
warranty. Not doing so and using a retail disk may void it, or require you
to reinstall the originally supplied Vista OS before any warranty work can
be done.

The OP has Home Premium which is not on the list of downgrade options. Neither is an 'upgrade' XP Pro CD a 'downgrade' CD as mentioned in the article.

However, the OP has the option of calling the vendor for options available to him.
