have to start outlook stwice every time i open it

Everytime i open outlook i have to shut it down and start it again to finally
come up and work. The first time i start it up, it comes up like normal but
there are no frames and just a white background, after closing it, i start
outlook again and it comes up just fine and works normally.

What version of Outlook? You will either have "Detect and Repair" or "Office
Diagnostics" in your Help menu...try running whichever one you have.
