Actually, Outlook really IS perfect for what you want.
When you are in Calendar mode, go to File>New>Folder. Type a name for your
new calendar (Employee Deadlines or an individual employee name) and make
sure "Contains" says "Calendar Items".
You'll have a new blank calendar that you can add whatever recurring dates
you want to (and it won't have your personal info on it). You can repeat
this for each employee if you want.
I use this feature to make personal calendars for all of our interns who
have specific individual projects and deadlines.
