have a scheduler problem

I am having a problem with the schedualed tasks. the domain controler is
restricting to add or run any scheduled programs. in the scheduler the add
schedule button have disappeared and
 
Is Task Scheduler service started? With local system account?

| yes it is running and I have restarted the service many times
