have a contacts list, but no address list...

I installed outlook on a new computer and transferred outlook.pst from
another computer onto this one. Outlook recognized it because I can see all
my contacts. However, when I go to create a new email and click the "To..."
button, I get this error, "The contacts folder associated with this address
list could not be opened; it may have been moved or deleted, or you do not
have permissions." Any help?

You migrated your data incorrectly and you don't state your current Outlook
version so no precise answer can be given. Essentially, you must open the
Outlook Address Book service, remove the bogus folder, and add the correct
one, but the exact steps can't be given without knowing your Outlook
version. a datum you should always include when you post a question.

I'm sorry, I have Outlook 2003 on my new computer and the older computer from
which I transferred the pst file has Outlook 2000

The first thing to do is to read this so you know how to add PSTs to mail
profiles:

To fix what you have, you can use either Control Panel's Mail applet (the
E-mail Accounts button) or or Outlook (Tools>E-mail Accounts). Select the
"View or change existing directories or address books" radio button and
click Next. Select Outlook Address Book and click Change. Remove all
refereces to any Contacts folders you see by selecting each in turn and
clicking "Remove Address Book". Click Close, then Finish. Stop and restart
Outlook if you did this through Outlook and not Control Panel.

Now right-click your Contacts folder and choose Properties. Select the
Outlook Address Book tab and check the box labeled "Show this folder as an
e-mail Address Book". Click OK. The To button on a compose window whould
now allow you to see the contacts via the address book.
