I have a few basic questions:

Does a PC's hard drive need a driver?

If yes where the heck I can get a driver for a Quantum Fireball lct20 40G?
I scavanged this from a junked Compaq desktop and used it when my the
hardrive for my Dell went bad. This was also a Quantum Fireball but a
different model. My PC seems to run a lot slower on this replacement than
it did with the original.

No.

The LCT20 is a notoriously slow model.

That wont help with a LCT20.

Not if it's an IDE hard drive in win95/98/ME/XP
