Is there a Windows Classic or XP style whose Color Scheme and Advanced
Appearance displays the scroll-bar "sliders" in a different color (or
other difference) than the scroll-bars themselves?

I don't know about changing the colors or contrast of the scrollbars, but
you can increase their size thus making them easier to see. This can be set
in Display Properties>Appearance>Advanced. Select scrollbar from the Item
drop down list and set the size accordingly.

The sliders are blue and the slide bars are white. Is it possible that
might be colour blind? Many people are colour blind from birth and reach
old age without ever realising it.

Those colors depend on what settings you have chosen for Windows in the
display options. I use the silver theme in XP style so both the bar and the
slider are gray.

I take your point, but I gleaned from the OP that the poster was looking for
an alternative 'classic' XP theme, suggesting that he was having problems
with the original.
