Hard Link

I try to create file hard link but I can't. I used "fsutil hardlink create"
but after the command, the new file exists, the data is the same of the
original but if I change the contenent in one the other doesn't change (
it's like more or less a copy command).
PS: I used the "fsutil usn readdata" and I can see two file reference: one
change every time that I change data the otherone is the same.

OS is Windows XP-Pro SP2, I've tried with five different computer.

Your original question was about folders. So why waste time on something irrelevent.
