On a desktop pc,youre best bet would be to buy a new hd from a pc shop,
install xp on new, once completed, plug in old hd as slave, access the hd &
retrieve data.If its other than desktop, remove hd & install it to another
pc,if
connections are diffrent,a good pc shop would have adapter to connect it.
Some hds as with any hardware wears out in time,if it still operates at some
level,the data "might" be retrievable...

Connect the bad HD as a slave to the computer after putting in a new drive. Then you
will be able to pull off any necessary Data or pictures. Alternately you can also
purchase a USB enclosure for the bad drive and do the same as above

And a final alternative assuming even when connected as a slave drive its
unreconniseable, is to send the drive to a data recovery specialist, and be
prepared to spend much $$$$ on data recovery.
In future look into data backup procedures / options

Since it is locked up, you can either send it to some specialist that can
open it and retrieve the pics for you (costly) or you can try the freezing
method. If the freezing method works, it will usually only work for a short
time so be prepared to copy what you need copied and do it quickly.
Google for more info on this method.

One such hit in Google was:
http://geeksaresexy.blogspot.com/2006/01/freeze-your-hard-drive-to-recover-data.html

Basically you would take the HDD out and set the jumpers to slave. Put it in
the freezer (in a plastic bag) for around an hour and then take it out and
put it in another PC (after removing the plastic bag :) ) as a slave, boot
up that PC and immediately copy everything you need to that PC's HDD, if the
bad drive becomes operable.

PS: Be sure to google for the info and make up your own mind on whether it
is the method you want to try.

If the above doesn't work you might try giving it a shock treatment.
By that I mean, hold the drive between your thumb and fingers such
that it can rotate about the same axis the disks normally spin about.
Then, holding it securely, use your other fist to give it a sharp bump
on one of the corners, inducing a tendency to rotate between your
thumb and fingers. If the disk bearings or read arms are stuck this
will sometimes jar them loose.

Be sure to understand that this is a last ditch procedure, and you
should try it only after you've given up on all other recovery means
and are ready to throw it in the trash.

One more point...hold the drive over a soft cushion such as a thick
carpet or lounge chair so it won't hit a hard floor or desk if you
drop it.

I've had success with this method on several failed drives. It doesn't
restore the drive to serviceability, but may enable you to recover the
data.

Have your recovery setup all ready to put the drive back into and if
it comes alive, be ready to transfer the files to a healthy drive. I
like to use an external disk caddy for this.
