Hard Drive Password?

Using ATA HDs that implement the disk password protection feature but there
is no native support in the computer's BIOS for such, is there any kind of
DOS utility that deals with HD passwords like setting it, removing it or
entering it?

What triggers an ATA HD supporting the feature to demand that the already
activated/set password be entered anew: power cycle or master reset or
either?

Envision a process of booting to a DOS floppy and then using such a utility
entering the HD password and then Ctl-Alt-Del to Windows boot from the now
password enabled HD; feasible?
