I have 2 GB of unallocated disk space. How can I make this space available to one of my three FAT32 partitions? (Windows XP HE)

No version of Windows has ever had the ability to change the
partition structure of an existing drive non-destructively. You
can create a new 2GB partition, but you can't add that space to
an existing partition. Short of repartitioning, the only way to
do what you want is to use a third-party program.

Partition Magic is the best-known such program, but there are
freeware/shareware alternatives. One such program is BootIt Next
Generation. It's shareware, but comes with a free 30-day trial,
so you should be able to do what you want within that 30 days. I
haven't used it myself, but it comes highly recommended by
several other MVPs here.

Thank you very much for your tip and recommendation! I will try your
suggestion because my system/boot partition fills up dangerously with each
installed new or updated program.

You will need a third party tool to do it. What I use is BootIT NG,
from http://www.BootitNG.com ($35 shareware - 30 day full functional
trial)

Download, to its own folder, extract from the zip, run the bootitng to
make a boot floppy.

Boot the floppy, Cancel Install, entering maintenance, then click on
Partition work. You can now highlight a partition immediately before
the Free Space (Above on the page) and click Resize to resize that
partition to use it. If you want to expand a different one, use Slide
to slide partitions around so the Free space is immediately after the
one you want to give it to
