Hanging Indent doesn't indent after SP3

When I use hanging indent via the Menu or the Ruler it doesn't indent the
paragraph I'm in. To get it to indent I have to change the indent amount in
the paragraph options and then it indents correctly.

Is this a known issue and has a fix? If there is I couldn't find it.

Does the problem persist if you start Word in Office Safe Mode (hold Ctrl
while Word loads)?
