hal.dll

For the second time in two weeks my PC wouldn't boot because of a missing,
or corrupted, "hal.dll" file and I had to reinstall Windows. I don't have
any viruses, so I'm not sure what's causing this? Also, I did a search on
ways to fix it and I found some instructions for using the "Repair Console"
but it didn't work, I was asked for the Administrator password but my PC
doesn't have an Administrator password, so I just hit enter, typed in the
command that I was given in the instructions and it came back saying "Access
Denied"! That's why I had to reinstall Windows to fix the problem.
Thoughts on any of this?
