GUI slowdown after upgrading to Direct-X 9 on win2k

Hi all,
after upgrading my wink2 to Direct-X 9 my GUI responds quite slow/strange in
some respects. If I press the start button it takes quite some time till the
system responds and till the submenus are unfolding. Also if I load a webpage
scrolling on this site (or also clicking on a link) works only after the site
is fully loaded. Switching to another Explorer windows isn't possible while
the site is loaded though switching to a different application at the same
time works flawless. This behaviour is not limited to the MS Explorer but
also to other browsers and apps as well (inlcuding Mozilla, Firefox, Word,
ICQ ...).

It seems as if the GUI is taking a rest before execution a certain task. I
checked in vain for any background processes running and eating up CPU power.
But it's only the GUI that is freezing and non GUI apps and even some older
apps that have a GUI run just fine and I also can feed all the apps with
input while the GUI is freezing (the input is displayed after the GUI stopps
freezing ...). The system itself isn't unstable as a run of prime95 proved.
The CPU also doesn't seem to run any hotter than before and I didn't add any
hardware lately that could cause the troubles. It seems as if some system
variable is set wrong and is causing a GUI delay (delay before refreshing)
when doing certain operations (like starting an app, choosing a program from
the start button ...). The problem could of course be caused by a yet unknown
virus/worm as all my security software isn't able to find anything.

Anyone has an idea how to solve this problem (or a good strategy to track
this bug down)?
Unfortunately Direct-X 9 cannot be uninstalled. If I cannot solve riddle I
have to reinstall win2k again which is certainly nothing that I would like to
do.

-Gigabyte GA-7N400-L (Bios: F11)
-NVIDIA GeForce FX5200 (driver up to date)
OS: Win2k, service pack 4 (including all security updates/patches)
