With the info you have supplied, all I can recommend is install it on a different computer.
 
I can´t install Gta Vice City. I can´t install Service
pack 1, i can´t do anything. Is there another way to
install Gta3?

Can you tell us exactly what is happening when you try to install either one
of these (including the exact text from any error messages shown).

Are you on XP under an Limited acount? Go to an acount where you have all
the rights. Or change your acount to one that have the rights.
