Groups in a spreadsheet

I am trying to "Ungroups" groups in a spreadsheet but
everything I do when I click on Data
the "Group", "Ungroup" is grayed out.

What am I doing wrong?

A previous user has moved lines out of the group and
inserted them somewhere else, does that matter?
 
Thanks for the reply. I am going to try and cut and paste
the entire spreadsheet. I don't think the grouping stuff
comes over to the new spreadsheet.
