Grouping with Charts?

In Access 2000:

I've set up a specialized report for my boss that creates a bar chart of
different customer count numbers over time. I set up the report to group
according to different shifts, and then according to different areas.
Ideally, there would be 3 pages, excluding any headers or footers, one for
each shift. Each page would have 3 charts, one for the old area, one for the
new area, and one for the total of the two.

The first page seems to come out more or less correct, but for the second
and third shifts, the charts for the two different floors come out identical.

I have shrunk the "detail" section of the report down to nothing, and am
using only the footers of the two grouping sections (Floor Footer and Shift
Footer) For the "Floor" chart, I have the Link Child Field set to
"Shift;Floor" (no quotes) and the Master field is the same.
On the Shift graph, I have both child and master links are set to "Shift"

What am I doing wrong?
