Grouping users

I need to create a database for IT permissions. I am working with Access
2003. I can make a simple database that has shared folder names, user names
and privileges. How do I set it up so if I add "All" as a group that has all
users? How do I query out...give me all the folders that John Doe has access
to if John Doe is included in the "ALL" group. I think I need separate
tables, but I can't seem to figure it out.

Are you about to do a WHOLE lot of work that is already implemented in
Active Directory? Look it up in a search engine.
