Group Policy's don't work

My group policy's work when my profile is local or roaming, but they don't work when it is mandatory
I don't understand why, can anyone tell me why this is and what I can do about it

We are going to need a little bit more information from you than you have
provided.

What NOS is running on the Server(s)? What OS is running on the client
systems? What "GPOs" are you talking about?

Could you give us a little bit more information?

This would be a start.

Mandatory profiles are not supposed to change.

Apply the policy to a template account and then make it mandatory.

Windows 2000 Server is installed at the server side, and Windows 2000 Professional and Windows XP Professional at the client side
The GPO's used are for no run command in start menu, no network environment and logonscripts for numlock, and printer_adding, and general mappings
The template account has these settings but when I make it mandatory and use it with other users, the GPO's aren't applied
