group policy web address bar disable

How would I disable internet address bar that would not show on the internet in group policy. I can disable in User Configuration Admintration Template Internet Explore Tool bars. The option will disable, but I can still click on the address bar in internet explore and type in the url. I want the address bar to be gone. I can configure on an individual PC in the registry, but I don't want to go throught 100 pc.

If you know the answer, please help.

Have you forced a flush of the GPO's on the workstations, i sometimes enable a GPO option, and it takes 2-3 reboots for it to actually take effect.
 
What do you mean by flush? I don't know what that term is, but I did reboots the work station a couple of times and the address bar on internet explore still there. I can't change anything on a workstation since the View Tool Bars in dimmed, but that's not exactly I want. I needed to be dimmed and the address bar to be un-check and not show up on the menu bar at all.
