Group Policy Security Filtering Access Denied

When I try to change the security filtering or the
delegation on a group policy, it gives me an "Access
Denied" message. I have absolute Full Control over all
objects in this policy, as well as Full Control on the
group policy folder on the domain controller itself. I am
not a Domain Admin...they are currently the ONLY group in
the entire domain that can sucessfully edit GPO security
and create GPOs. Any ideas?
