Hello there,
i want to ask you if there is a way to create distribution lists in microsoft exchange server and give permissions to users to access it in microsoft outlook or this can only be done on every user's microsoft outook. If there is a way, please could you help me and give the steps of doing so?

I don't get the "or" part of your question.
Anyway, you can indeed create a mail enabled group. How depends on your
version of Exchange. Ask in an Exchange newsgroup if you need support for
that.
