greyed out table cell background image option

FrontPage 2000: when I try to select an image as a
background for a table cell, the option is greyed out.
Also, if I try to use FrontFX Tools (add in program)
which offers the same option I get a "Runtime 91 error"
with no explanation.

Anyone else have this happen and if so, what is the
solution?

Tools | Page Options | Compatibility tab, set browsers to custom.
