grayed out options

Generally, how do I activate grayed out options?
Specifically, in the drawing toolbar, all options such as text box are
grayed out.
Also, right clicking on a worksheet shows "delete" grayed out.
Any thoughts?

The worksheet could be protected (Tools-->Protection), or something like
drawing tools will be grayed out when you're inside a cell or you're
somewhere else where drawing tools may not be used.
