Does excel have the funtionality to graph data where the x-axis would be the
same but there are two different y-axis values?

i.e. I want to graph hiring #'s over time at the same time that I graph
revenue #'s over time. The x-axis would be the same for both graphs (time)
but the y-axis would be different.

I was thinking this might be possible either with some sort of 3D graph or
maybe where two graphs are laid over top of each other??

If I understand you correctly you want a grap with 2 different axis. Graph
the data as normal. your hires line will be essentially a flat line at the
bottom of the graph. Right click on the series and select Format Series ->
Axis tab -> Plot on Secondary Axis...
