Graphics files do not have a program association

CONFIGURATION:
Windows 2000 server is a member server in a SBS2000 domain.
Terminal Services is running in application mode.
I had installed PhotoDraw to open graphics files.
For some reason it was not working correctly and I had to uninstall
it.

PROBLEM:
Graphics files do not have a program association.
If I double click to open a graphics file the "OPEN WITH" application
pops up. I can select IE, MS Paint, or Imaging, but I cannot check
"ALWAYS USE THIS PROGRAM TO OPEN THIS FILES" is dimmed out (logged in
as domain admin).

Why is this feature not available?
This means every time a remote user clicks to open a graphics file
they must select the program manually.

Might want to post this in a TS group such as
m.p.windows.terminal_services - I've seen a lot of posts about file
associations not "sticking" for all TS users in there lately.
