Graph problem

I made a form that allows you to view a report based on the year that the
user picks. The report has a pie chart at the bottom of the form thats
supposed to represent the information listed above it. When i select a
certain year where there is no zero value in the cost column of the report,
the chart displays a 0% pie chart slice. When i select a year where there is
a zero value in the cost column, the pie chart displays it correctly.

Division Cost

a $45K
b $45K
c $10K

I checked the query that runs the chart. It reports the correct infromation.
I think its rounding the value to zero. How do you disable rounding?
