I'm posting this access database I'm creating statewide, can I grant rights
to access and manipulate to only certain fields? Is there a better way to
control use of the database?

WHOA!

Are you expecting people all over the state to log in to, and use, the *same
database*, over the internet or a Wide Area Network?

Access is *not* designed to do so and you'll get into heaps of trouble.

With Access2003 and earlier you can implement Access Workgroup Security. That
capability was removed in 2007 so if you're using 2007 or plan to "up"grade
(the up is a bit dubious to some of us), you will need to come up with
something customized and probably difficult. If you're comfortable working

STUDY IT CAREFULLY. Get a good night's sleep. Study it again, even *MORE*
carefully. Follow the instructions, to the letter. Access security is complex
(one reason it was dropped I'm sure!).

Please post some more details of what you're trying to accomplish. It may be
that Access by itself will not work, and that you may need to store the tables
in a centralized SQL/Server instance and use Access as a frontend, or come up
with a web-based interface instead.
