GPO roll Out Basic Questions

Help please!
I'm very new to GPO and AD

I tried to do basic GPO on my domain like to enable the
legal /banner txt when user try to login.
I edit the domain default policy and enbale the setting
including the text.
However when i refresh and tried the GPO it only worked
for all my DCs and not to client machines?
Questions are:
Do i have to apply it in my OU, I have a parent OU and sub
ous. Do i have a to apply this to my parent OU and then to
my subou or it is automatically inherited form top ou to
subs OU.
please help

Depends what GPO were you editing or where you have created a GPO. GPO must
be created on a OU, that holds computer accounts (or below trough
inheritance).
