GPO question - always wait for network

I have 2000 AD and want to enforce the following policy:

Computer Configuration\Administrative
Templates\System\Logon\Always wait for the network at
computer startup and logon

But I don't see there. I have heard reference to this
key - is it possibly in 2003 Server/AD only?

Up until now, I have occassionally used this policy, on
the local comp. policy, but would like of course to
incorporate it into my AD GPO.
