I get this error using the GPMC in a W2k domain. Whne I
click yes to change the permissions, the ACL changes but
after a while, if you click on the same GPO, you will get
the same the permissions for this GPO are in the sysvol
error message. It seems that the GPO is inheriting a
permission that is over writing the GPO making the
permission change. I can't seem to find where it is
inheriting from.

Try using gpresult while logged onto a computer/user under the scope of influence of
the policy. It will show what GPO's are applied and the last time they were applied.
If your use gpresult /u /v it will show most of the registry settings from each GPO
that apply to a user. Look in the Event Viewer of the domain controllers for
indication of replication errors and if you see such try running netdiag and dcdiag
on the domain controllers looking for failed tests/errors/warnings. Often dns
misconfiguration can cause Group Policy errors. --- Steve
