GP to allow change time on local pc

Is there a group policy entry that would allow a domain
user to change their computers time and time zone? Every
person who logs in and tries to change their clock is
given a "you do not have the required permissions" popup.
I am unsure if the permissions have been taken away in
Group Policy or if rights are not there unless
specifically granted.

Yes. There is a User Right, "Change the system time", that should allow
restricted users to change the system time. Just add the user or group they
are in.
