google toolbar & links problem

i have i.e. 6.0 & windows xp home. i keep installing the
google toolbar and next time i start i.e it is gone. also
i keep unlocking the toolbar and dragging until my links
are shown (vs. in drop down list). Again when i start i.e
next time this change isn't saved. Help please.
