I downloaded a program that had Google task bar piggybacked on it. When
I go to "Remove Programs" and go to the Google taskbar and click
"Remove/Change Program" the screen flickers but nothing happens. I went
to Google help and it said program could only be removed when logged in
as administrator. When I try to log in as administrator the screen goes
blue with the following message:

Stop! coooo21a {fatal system error}
The session manager initialization system process terminated
unexpectedly with a status of 0xcoooo189 (0xoooooooo 0xoooooooo)
The system has been shut down.

Google help also said if program wouldn't remove when logged in as
administrator to reinstall taskbar and then try again. I refuse to try
this option. Can anyone tell me how to get Google taskbar out of my
computer?

When a program fails to install using appropriate method, it is normal to
install the program again.
This hopefully also fixes whatever is broken with the uninstall.
Since you refuse to try what is normally the best option, contact Google for
other options.
