Goal Seeker Giving Wrong Answer

It may be my error, but it appears goal seeker is giving me the wrong answer.

A1=238
A2=389
A3=36080
A4=(A1+A2)/A3 = 0.017378

I want to find what value is needed in A3 to give the result of 0.0110 in A4.

If I do it manually, the number in A3 needs to be 57000. Goal Seeker is
telling me it should be 54105.

What am I doing wrong?
 
Tools>Options>Calculation tab, set Maximum change to something like 0.0000000000001
