Global IME Japanese Langauge

I have a tablet PC running XP tablet edition. I also have
Office 2000. I am trying to install the Global IME in
order to type in Japanese. here appears to be one for
Office XP and one for all previous versions. The one for
previous version gives me an error saying "this cannot be
installed on this version of windows" and the one for XP
(obviously) says "you need xp to install this." What do I
do? Please email. Thanks.
