In XP Home, users are either Computer Administrators or Limited. From an
account with administrative privileges, go to the User Accounts applet in
Control Panel. You will see where you can change a user account. Choose the
one you want and you will see where you can change the type from Limited to
Computer Administrator.
In addition to what Malke says, make ABSOLUTELY sure that the User you wish
to give admin rights to knows what they are doing and is not going to bork
your machine.

Gordon, "borkers" (a.k.a. grandson, granddaughter, son, daughter,
recommended "experts") are more of a problem in our age restricted (+55)
community of 10,000 folks than viruses are. The keep our computer club's
"house call" volunteers hopping. Much to the chagrin of the local Computer
stores, I might add.
