Does anyone know if it is possible to make a ghost image of a windows xp
embedded installation, or an other way to make 1-on-1 copies of an windows xp
embedded installation?

Yes - ghosting works. Any way to copy the bits is going to work for you -
XPE isn't horribly picky. You can do a sector by sector image copy or you
can do a format followed by filecopy scheme.
