'ghost" or leftover open internet explorer page

When I download a program from the internet and then close Internet Exploer
so that I can install the downloaded program (e.g. a popup blocker) I get an
error message saying that "there is an open Internet Explorer page, please
close it."
A few times I have seen a small piece of a page. Perhaps it is leftover
from a virus or other menace.
How can I get rid of the page that won't close?

Pop-up blockers will do that and also inform you to have these closed before
running.

why not use the pop-up blocker built into Internet Explorer?
