I have similar problems during a "repair install of XP Pro on my Dell Laptop.
Message 1: unregmp2.exe Entry point not found. The procedure entry point
getuims could not be located in the dynamic link library MSDART.DLL
Message 2: dlimport.exe : same message as 1 above
Message 3: re rstrui.exe : Entry point not found. The procedure entry point
remote assistance prepare system restore could not be located in Winsta.dll

The result of all this is that I can only access the internet when in safe
mode.
I cannot use System resore as there are no restore points shown.
This all happened after downloading 3 updates from Microsoft web site, but
not SP-2.
Is there way to extract clean MSDART DLL's from the install disks. ?
I do have msdart.dll in C:\i386 and in C:\windows\system32 but not in
C:\windows\system. I will copy it into the last directory asnd see what that
fixes if anything. This seems to be too common a problem to be just
coincidence. Either the microsoft updates are buggy or ther's a bad virus
around.

Thanks Mark. Did that, and was able to get rid of two of the 3 errors but the
unregmp2.exe error still persists. I even replaced unregmp2.xe in my pc with
a newly expanded one from the Windows CD. Did the same with msdart.dll I
have now gone through the Windows re-install\repair and the same error still
shows up. Even although I can bypass the error with taskmagr, I can't
believe that the problem has gone away. I have printed out hundreds of tips,
cures, and fixes that I found on the Web. None seem to work. Probably because
no-one yet has figured out what the source of the problem is. Including I
think uSoft. I can still only get online safe mode. Now My XP version is
the (original ) plain XP with no updates, & I can't download the updates in
safemode. My observation so far is that hundreds of people are having these
problems. I sure hope someone from Microsoft is reading these forums. ARE
YOU OUT THERE BILL?????????
Microsoft is supposed to call me tomorrow. Dell wasn't much help.
Interesting... I requested the SP2 CD by mail on Friday and it showed up
today.
