Getting Windows to store system settings

I just reinstalled Windows XP onto a PC of mine. When I first start it up, I
go into Admin Tools -> Services and begin to turn on services such as NetBios
Helper, DHCP, themes etc. so I can do basic things like run the internet,
autoupdates, etc. However, whenever I restart the computer, none of the
settings save and I have to redo these everytime. How do I get these settings
to become permanent?

Go to run, type:services.msc In msc, scroll to the service, double click,in new
window set to auto, start service, close out,go to another & do same...
