Getting rid of shared borders on a new web page

How does one get rid of shared borders which continue to appear on any
new web page I get started. I followed the directions and went to page
options and clicked off the box for shared borders, but they still
appear. The only way I have to get rid of the shared borders is to go
to the code format and remove the html language for the shared borders.

Go to the Format > Shared Borders menu, then in the options, turn them off.
Select "All Pages" or "Current Page".
